HACSU not supporting further Roll-Out until Further Notice
HACSU has notified the DHS of a formal dispute with the implementation of RAS. This follows the DHS changing the authority levels of ‘Additional Kronos Users’ [AKU’s] which has further exacerbated the workload issues for house supervisors. The changes mean that AKU’s are now severely restricted in their ability to support the House Supervisor with RAS related workload.
HACSU is advising members that until the dispute is resolved that no further roll-out of RAS should occur. The dispute settlement clause of the agreement requires that ‘work continue in accordance with usual practice’. This means that members in the Loddon and other Regions where the roll-out has not occurred should continue with the current paper based attendance system until further notice and not cooperate with the implementation of RAS, this includes training, meetings, or any other activity relating to RAS deployment.
In areas where RAS has been implemented, the work and the use of RAS should continue as normal; any changes arising from this dispute will benefit existing users.
HACSU met with RAS management several times over the past month, and to date the DHS has failed to resolve these matters or provide HACSU with assurances that they will rectify the issues.
Other issues that require some resolution are:
• Ongoing workload issues and higher duty training issues;
• Ability for House Supervisors to make changes to their own schedule;
• RAS team pressuring meal breaks and TIL to be managed within shift, instead of at the end of the shift as per EB entitlements;
• Pressure being put on H/S to manage exceptions by the RAS team;
• Bulletins that are all positive spin and do not reflect the facts about the system.
